Goa Assembly adopted an opposition sponsored motion to refer the "Goa Value Added Tax Bill, 2003", to a House select committee to study the bill before passing it. A nine-member select committee under the chairmanship of CM Manohar Parrikar was given time till June 30 to submit its report.

The motion, moved by leader of opposition Pratapsingh Rane said, "There is already a flight of capital" from Goa and very few industries were coming to the state after the withdrawal of sales tax exemption.

Urging that the bill should not be passed in a hurry, he asked it to be referred to a select committee of the House for a thorough study. Agreeing with Rane's suggestion, Parrikar while replying to the discussion, said a timeframe of eight weeks or June 30 be set as deadline for the committee to submit its report.

He said a committee of finance ministers of different states had decided to implement the VAT regime. The House later unanimously adopted the motion.
